There are options for staying on Dynamics NAV rather than upgrading to Dynamics 365 Business Central. It depends on each client's past investment and unique needs.  For some older clients with customizations using CAL there may be a need to upgrade the customizations to AL or .Net which better aligns with the best practices for Business Central.  Microsoft Dynamics NAV 2018 will still support CAL code used for customizations.
